How quiet are the TTC Frozen 39g switches?

Very quiet. They are among the most muted silent linears you can buy, with soft dampeners that take most of the click out of both the bottom-out and the upstroke. They are not totally silent, but in a typical build they disappear into the background.

Do the TTC Frozen 39g need lubing or films?

They ship factory lubed and feel good out of the box, so most builders can run them stock. A few units can read slightly scratchy, so a hand lube on the stems and springs is an optional polish step rather than a requirement.

Will keycaps stay on the TTC Frozen stems?

The POM stems can run a touch loose, so heavy caps may work free over time. A wrap of PTFE thread tape on the cross mount tightens the fit if you run into it.
