How quiet is the WEKT Lucy?

Very quiet. V5 adds a mute pad on the top stem rail and another inside the stem for the bottom-out, so both the up and down strokes are damped — it's among the more silenced linears you can buy.

Does it still feel like a normal linear?

Mostly, yes. The dual-pad silencing keeps the mushiness in check better than older silent designs, so you get a real linear stroke with the noise pulled out rather than a spongy bottom-out.

Is this the same as the Lichicx Lucy?

It is — Lucy is now made by WEKT, formerly Lichicx. This is the V5 revision with the reworked stem and silencing mechanism.
